Throughout the Covid-19 pandemic, with the restriction of access to face participation in the National Congress and with government agencies, social groups mobilized in other ways to pressure institutions. In research carried out and published here in this repository, we examined the use of digital media as a pressure mechanism against the federal legislature, through online petitions for the approval of laws, as in the case of emergency aid, and to encourage the legislature to act, as in requests for postponement of ENEM.

Although both the Chamber of Deputies and the Federal Senate have spaces for popular manifestation on the internet - such as the E-Citizenship and Legislative Participation pages of the Chamber of Deputies , in addition to ombudsmen and e-mail lists for parliamentarians - the restriction of circulation and voting only remotely resulted in the reduction of space for public debate. This is revealed in the fact that more than 4 million demonstrations were made in online petitions directed to parliament. The social movements Frente Brasil Popular and Frente Povo sem Medo created this petition , seeking in the idea of ​​taxing fortunes a way to increase resources for health. The idea is to pressure Congress to approve the regulation of the tax on large fortunes, provided for in the Federal Constitution.

The authors point out that the coronavirus pandemic has deepened the political, economic and social crisis in the country and say that the gravity of the moment requires every effort to save lives at risk, whether due to illness or poverty.

Among the data presented by the fronts, there is information that out of every thousand taxpayers, only 8 have a monthly income above 80 minimum wages. And, in view of this, they point out that the implementation of a fair and solidary tax burden would allow an increase in the investment capacity in the Public Health System (SUS) and expansion of social protection actions.

The theme is present in more than 10 bills pending in Congress and they already have more than 300,000 signatures in support of these matters, almost twice as many as the more than 160,000 signatures of the online petition.

Citizen João Júnior created this petition to press for the reduction of tuition in private institutions, due to the postponement or suspension of in-person classes. The author reinforces that in the crisis generated by the pandemic, people are finding it difficult to pay the bills, among them, college tuition or children's school. In view of this, the author highlights that a government measure is needed so that we can have some reduction in tuition during this period, as many pay for in-person classes.

Hundreds of students filed petitions to put pressure on their universities and schools, but the author highlights the need for a general measure that influences all institutions to adopt the same rules.

In all, there were more than 90 thousand signatures that pressed for the approval of at least one of the two bills (PL 1119/2020 / PL 1163/2020) that addressed this issue. The projects had only 92 expressions of support on the websites of the Chamber and Senate until April 2021.

The citizen Rogers Rui Leme created the undersigned to request the freezing of prices and taxes in all regions of the country, of the restrictions imposed by governors to stop the contagion of the Covid-19 virus, which compromised the employment and income of salaried, self-employed, among others.

For the author, freezing prices and taxes would be necessary because food, fuel and other items that are part of the Brazilian family structure have become very expensive and income, especially in the pandemic, does not follow these abusive increases and taxes.

The petition had more than 66,000 support and the topic was the subject of bills, including PL 1542/2020 with 124 support.

Citizen Danilo Tomic created this petition online , which was not the only one, requesting the suspension of bill payments. This was the only one with more than 50,000 support directed to the federal parliament and not to governors and mayors.

Due to the quarantine, many people lost jobs, income or even had their work contracts temporarily suspended or reduced. In the face of this scenario, there was this pressure to suspend water, light and gas charges, essential items in this pandemic!

The author of the petition stressed that France has taken measures to protect and reassure the population about these charges. The petition, which had more than 306,000 signatures in support, is directly related to PL 3641/2020, which is still awaiting deliberation in the Chamber of Deputies and which had only 17 signatures there in April in support of the matter.

Citizen Davi Hoefling prepared the online petition directed to the President of the Senate reinforcing the constitutional provision for the CPI and highlighting that the pandemic CPI would be urgent not only to find culprits, but to pressure those responsible to act.

In presenting the petition on the website, the author highlights that, at that moment, postponing the installation of the CPI would be to expand the crisis and compete with the loss of life that, at that moment, exceeded 1,500 deaths daily.

The petition had over 50,000 signatures and the CPI was installed on April 20, 2021 .

According to her, the retired military policeman, a fervent follower of President Jair Bolsonaro, in the face of the president's speeches regarding the pandemic, continued to live normally, without taking the necessary precautions against the coronavirus.

According to the author and several scientists, in speeches and events, the country's president disrespected rules of social isolation (recommended by the WHO and the Ministry of Health), reduced the severity of the problem and encouraged the use of ineffective drugs against the disease.
