Throughout the Covid-19 pandemic, with the restriction of access to face participation in the National Congress and with government agencies, social groups mobilized in other ways to pressure institutions. In research carried out and published here in this repository, we examined the use of digital media as a pressure mechanism against the federal legislature, through online petitions for the approval of laws, as in the case of emergency aid, and to encourage the legislature to act, as in requests for postponement of ENEM.

Although both the Chamber of Deputies and the Federal Senate have spaces for popular manifestation on the internet - such as the E-Citizenship and Legislative Participation pages of the Chamber of Deputies , in addition to ombudsmen and e-mail lists for parliamentarians - the restriction of circulation and voting only remotely resulted in the reduction of space for public debate. This is revealed in the fact that more than 4 million demonstrations were made in online petitions directed to parliament. Here we bring some, published on petition sites like Avaaz, Change.org and Public Petition for you to know. To learn more, check out our research report.

And banking options with high requirements and market interest rates proved difficult for small businesses.

The authors emphasize that they need low-interest credit, with a grace period, for long periods, backed by a government guarantee fund, extension of MP 936 to help with employee salaries and suspension during the IPTU crisis and the collection of concessionaires ( water, energy and gas).

The campaign created hashtags that circulated on social media #NãoDeixeFecharAConta #SOSBaresERestaurantes #ComidaDeResistência and despite more than 80 thousand signatures, PL 973 of 2021 that serves the sector was not voted on.

The petition was created by citizen Danuzia de Oliveira to pressure senators for the approval of a salary floor and a 30-hour limit for nursing and nursing technician jobs. According to the author, nursing has been fighting for 20 years for the right to a maximum workload and a decent and dignified salary floor.

The demand stems from the fact that many professionals are subjected to excessive working hours and are seen by health professionals as inhumane, with salaries that are not in line with the daily reality of saving lives . The author also reinforces that nurses and nurses attended college with theoretical and practical classes for 5 years and nursing technicians took two-year courses with an intense workload of practices and theories.

During the pandemic, the need for these professionals made reality even more complex. In several countries, such as Italy, they were daily honored with palms from the windows during the most critical period of the pandemic while Brazil does not even have a salary floor established, making the reality very different financially, although similar in daily work.

The online petition has more than 320,000 signatures and the manifestations in favor of the projects being processed in the House and Senate (PL 2564/2020 / PL 5640/2020 / PL 2997/2020 / PL 459/2015) add up to more than 770 thousand supporters. , in one of the rare cases where demonstrations on official channels outnumber demonstrations on unofficial channels .

Citizen Marco Mendes created this petition as a way to demand real actions to value health professionals on the front line of combating Covid-19 who found themselves in a difficult reality that put them at risk. The author notes that there are difficulties for some of these professionals to resort to temporary disability insurance, as there are clauses that exempt payment because it is a pandemic.

The proposal of the petition is the subject of Bill 3.191/2020 , which deals with the exemption from payment of Income Taxes (IR) in the base year 2020/21, due to the performance in the pandemic, for frontline health professionals (doctors, nurses, nursing technicians, physiotherapists, psychologists, etc.). According to the author, the rule would be similar to the support that American soldiers receive when they go to war, and that would be a similar incentive to “lift the morale of the troops“!
