"In order to guarantee the Attorney General's Office the effective independence indispensable to the exercise of the constitutional mission of the Federal Public Prosecutor's Office, it is necessary to have a broad, public and open debate on the institutionalization, through inclusion in the constitutional text, of the rule that the Attorney General of the Republic be chosen by the President of the Republic based on a shortlist of three candidates chosen by the members of the institution, as is the case with the Attorney General of Justice in the Federal District and in the 26 (twenty-six) states of the Federation."
